MINISTRY OF LABOUR HOLDS NATIONAL LEVEL CONFERENCE TO DISCUSS THE LABOUR CODES

BACKGROUND

A senior government official had in April, 2024 indicated that the implementation of the Labour Codes would be one of the top agendas of the BJP Government’s 100-day plan post the general elections.

With plans to roll out the Labour Codes from the beginning of the next fiscal year on 1st April, 2025, the BJP government planned to sync the introduction of the Labour Codes with the business cycle of companies.

The Ministry of Labour & Employment on 20th June 2024 has now held a national level video conference with the Labour Commissioners of Indian states and union territories for an overall assessment of the preparations for pre-publication of the draft rules relating to the four Labour Codes, the requirements of capacity building, IT inventions for labour reforms etc.

THE JUNE 2024 MEETING

The meeting saw discussions on the objectives of the four Labour Codes to promote labour welfare by way of universalisation of wages and social security, ensuring safe and healthy work place, formalisation of employment, higher female labour force participation, etc.

It was noted that majority of the states and union territories have pre-published the rules under the Labour Codes and only few of them are still in the process of framing their draft rules.

The authorities further pondered over the gaps between State Rules and Central Rules to facilitate harmonising the Rules across all the states and union territories.

Where the queries of the states and union territories were deliberated, they were also urged to focus on building their capacity in terms of logistics, IT, infrastructure and manpower.

NEXT STEPS FOR STATES AND UNION TERRITORIES

It was resolved that a workshop will be conducted with the states and union territories to facilitate a common understanding on the next steps on implementation of the agenda on Labour Reforms, in due course of time.

Meanwhile, the states and union territories were requested to review the draft Rules with respect to framework established by Labour Codes and seek support if needed to expedite pre-publication of Rules for the few states and union territories yet to do so.
